A specialist rose breeder is a good place to buy a prize winning rose bush (David Austin for example)
Your next door neighbour might have a great rose you can get a bud or cutting from that's fine
B & Q will have some boring but reasonably proven stock
On Ebay you might be buying anything you can't be sure
