Looks like a normally exited Queen cell to me .
A torn down cell would have been torn down /demolished from the side rather than the base !

Yes, normally hatched, and probably hatched in the last few minutes as the hatch is still hanging off the cell. It is debatable but she could be that bee along the bar at the bottom of the first photo.
